User style

I see on your low-priotity list see if you can jump in on the CSS file loads so that users can customize background colors, fonts, etc. and you can send out the appropriate CSS style.

I don't what all is customizable, but users can have their own styles like we were trying to do with that popups.js thing. Basically, one makes a [[User:Jimkloss/monobook.css]] and add CSS mods to that page.
